This passage from a wonderful psalm which was created by David for "the dedication of the house". In 2 Samuel chapters 5 & 6, we find that David has been crowned king over Israel (5:3). Immediately afterward, he builds a house for himself, and successfully brings the ark of the covenant to Jerusalem (6:11-19) after an earlier failed attempt. Verse 20 says "David returned to bless his house."
If you go back and read the entire Psalm 30 in this light, it makes a lot of sense. Certain verses appear to allude to the earlier failed return of the ark and later verses about how the mourning was transformed to round-dancing for him. Right in the middle is this passage which says to me--"I got it right this time. I was successful getting it here this time. Your ark is NEVER MOVING again."

The spirit-wind journeyed from Yahweh, and hatched quail from the west, and abandoned them over the camp, a day's way thus, and a day's way thus around the camp, two-cubits over the face of the land.

I hadn't realized until recently that there were two distinct stories about quail in the story of the exit from Egypt. The first one occurred approximately a month after the first Passover in Egypt, and is recorded in Exodus 16. At that time, quail and manna were both granted for the first time. Quail "covered the camp" (verse 13). Manna was granted each day, but quail was not.
The story in Numbers occurs about a year later, which we know because the book of Numbers starts in the second month of the SECOND year. This time, the Israelites are complaining about the manna. It's interesting to note that they are complaining to each other, but not to Yahweh. Moses hears their cries, and talks to Yahweh.
Yahweh's response is to pour out his Spirit-Wind on 70 elders, and to pour out quail all over the land--3 feet deep!!!! Take a look at Numbers chapter 11--it's worth rereading to see how the story ends.
